Stepladder Progress Statistics 

A total of 749 young people aged 15-17 from 131 local authorities across the United Kingdom are taking, or have taken, part in the Stepladder programme as at 13 May 2022: 322 via Stepladder Plus and 427 via standard (non-incentivised) Stepladder.

The table below is sorted by the percentage of eligible young people by local authority taking part, totalled across both versions of the programme. Colour keys in local authorities indicate the relevant nation, and within percentages indicate bands of participation. The latter show how deployment of Stepladder Plus within a local authority significantly encourages progress through the steps.
